VOLUNTARY OPEN HEALTH REGISTRY
Statement of Purpose
The purpose of the Voluntary Open Health Registry is to collect health and genetic
information on Tibetan Terriers. The record of confirmed cases of specific health problems
in Tibetan Terriers will be published and available to breeders, giving them a reliable
source of health information. It will enable breeders to make informed and responsible
breeding decisions based upon reliable information with the hope of reducing the incidence
of health problems in the Tibetan Terrier. The Tibetan Terrier Club of America, Inc.
encourages ALL breeders and owners of Tibetan Terriers to participate in this registry.
The Voluntary Open Health Registry is maintained by an Administrator who is selected by
the Board of the TTCA, Inc. The Administrator must be a member in good standing with the
TTCA, Inc. The Administrator may hold another office or committee chairmanship. This
member agrees to and is appointed for a five year period of time with a yearly review by
the TTCA Board of Directors. The Administrator must submit a written report yearly to the
Board of Directors at least one month prior to the Annual Meeting The Administrator agrees
to keep all submitted information strictly confidential until such time as an affected dog
is placed in the Open Health Registry. Violation of this confidentiality is grounds for
dismissal by vote of the Board of Directors of the TTCA. The registry administration will
be budgeted and paid for by the TTCA, Inc. and the Administrator is to be considered a
non-voting officer of TTCA for Directors & Officers Insurance coverage purposes for
acts within the scope of his/her duties as Administrator. The entire Registry will be
mailed out to any TTCA member upon request at no charge. The new additions to the Registry
will be published in the TTCA Newsletter quarterly. Non-members may obtain a copy of the
Registry for a fee of $10. If a mistake is found in the Registry, the correction will be
published in the TTCA Newsletter for two successive issues following discovery of the
The Registry will contain the registered name of the affected dog, the AKC Registration
number, sex, date of birth, and the condition diagnosed. The names of the sire and dam of
the affected dog will appear in the Registry. If possible, the owner and/or breeder of the
sire and dam will be notified by the Open Health Registry Administrator that an offspring
of their dog is in the registry.
Health Conditions Accepted
Dogs affected with the following conditions are eligible for inclusion in the Voluntary
Open Health Registry. All of the conditions are known problems in Tibetan Terriers and can
be documented by objective testing. Most of these problems fall under the existing
procedures/protocols established by existing registries. The following documentation is
Cataracts: An ACVO Ophthalmologic report stating the age of the dog when
diagnosed, the date of the previous clear eye exam, a definitive description of the
cataract (i.e.: punctate, one eye, both eyes, juvenile, etc)
Deafness: A BAER Test along with a statement of diagnosis by the veterinarian
performing the BAER Test identifying the dog and stating if the dog is unilaterally or
Hip Dysplasia: OFA report designating the dog to be mildly dysplastic or worse.
Lens Luxation: An ACVO Ophthalmologic report listing specifics of the luxation,
if one or both eyes are affected.
Patella Luxation: A written report from a licensed veterinarian designating the
specific dog to have Patella Luxation and stating the degree of luxation using the
generally accepted grading system for rating the degree of luxation, the age of onset, and
whether congenital or acquired (traumatic).
Progressive Retinal Atrophy: An ACVO Ophthalmologic exam and ERG
(Electroretinogram) test with results reported in writing by the examining veterinarian
performing the ERG diagnostic test
- A Voluntary Open Health Registry Submission Form (MS-Word
Version, Adobe PDF version) which will include the dogs
registered name, the AKC Registration number, and the date of birth. sex, date of death
(if applicable), color, intact/spayed or neutered (and date of spaying or neutering),
tattoo/microchip information, age of onset of condition, any other health conditions noted
at onset of condition and/or history of applicable drug administration.

- A copy of the affected dogs AKC Registration Paper
- Appropriate medical paperwork: ( see specifics under each category): This must include a
letter from the treating veterinarian with specific references to the AKC registration and
the affected dogs name, including both registered and "call" name, any
tattoo or microchip identification as well as symptoms and diagnosis.
Who can submit
Any breeder, co-breeder, owner, and/or co-owner listed on the AKC Registration
Certificate may submit an affected dogs name for inclusion in the registry. No other
person (non-breeder and/or non-owner) may submit an affected dogs name for inclusion
in the registry.
The Submission Form must be used and requires the signature of at least one AKC listed
breeder or one AKC listed owner of the affected dog.
Once the paperwork is complete the following procedure will be implemented before the
affected dogs name is included in the Registry.
- A reasonable effort will be made to notify in writing each listed owner and breeder
appearing on the AKC Registration Paper for the affected dog by the Open Health Registry
Administrator and each will be supplied with a copy of all submitted paperwork.
- Each notified owner and breeder will have 30 days from time of notification to appeal
the information submitted (see appeal process). A $25 fee will be charged to initiate this
appeal process. If there has been no appeal initiated within the thirty days then the
affected dog will be included in the Registry.
- No one other than an AKC Registered breeder and or owner may appeal the inclusion of the
affected dog in the Registry. The appeal must be in writing and mailed to the
Administrator within 30 days of notification. A fee of $25 is required to initiate the

- The original person(s) submitting the information is required to supply within 90 days a
second opinion diagnosis from a different qualified licensed veterinarian and must
communicate with the person appealing in writing as to an acceptable second source of

whether the affected dog is included in the Open Health Registry. If the second opinion
confirms the original diagnosis then the appeal is denied and the affected dog will be
included in the registry and the $25 fee will be sent to the person paying for the second
opinion diagnosis to help cover the medical expense. If the appeal is successful and the
second opinion does not support the original diagnosis the affected dog will not be
included in the registry and the appeal fee will be returned. to the person initiating the
